What is "Microsoft Windows Publisher"?

I just bought a new computer and went to update my XP. The first thing it
tried to do was download Windows Publisher. That seemed odd because it
didn't tell me what it was. MS usually tells you what it is downloading.

What is it, and is it okay to download?

Microsoft Publisher is commercial software for sale, and is not
legally available for software anywhere.

It is *not* OK to download.

I don't want to download it, Microsoft is telling me to download it to get
updates on XP. But they don't say what it is.

"How to Use Windows Update"

It is part of the new Windows Update mechanism.
