What is a "prefix" number?

I am using the fax software in Windows XP. I live in New
York City where I must dial "1" before each and every area
code that I call or fax. This includes even my own area
code. How do I program the software to automatically dial
a "1" before all area codes or must I go into "Edit
Location," then "Edit Area Code Rule" and program in a "1"
by each and every area code?
Also, what in the "Prefixes" box on the "Edit Area Code
Rule" what is the difference between "Include all Prefixes
within this area code" and "Include only the prefixes in
the list below." What does this do?

You need to enter numbers in Canonical (International) format for Dialing
Rules (which, among other things, are responsible for placing the "1" before
the Area Code) to function:

What are "Canonical" numbers? Where exactly in the
software (which screen) do I enter these "Canonical"
numbers in order to have a "1" dialed before all area
codes?
