what is a 553 5.3.5 config. error

When send mail to an address I keep getting this message:

"DELIVERY FAILURE: 553 5.3.5 system config error"

That's a server-side error which indicates that either your outgoing server
or your recipient's incoming server is misconfigured. You didn't post
enough of the error to determine which. It's not an Outlook problem and
unless you run one of those servers, there;s nothing you can do.
