What happened to my CD Writing Wizard?

I'm trying to copy pictures from My Pictures to a CD but having a hard time.
When I click on Copy to CD a small box appears in the upper left with Move
Here, Copy Here, or Cancel. I've clicked on Move and Copy but then nothing
ever happens. Can't figure out what I'm doing wrong. Tried with another
computer and the CD Writing Wizard pops up and walks you through each step.
Did mine get deleted somehow? Thanks for any help.

Oh maybe... Probably in fact. Open My Computer, right click on the CD R/W
drive, select properties, and enable recording on the recording tab or,
alternatively, go grab some burning software which is what I'd normally
suggest.
