What exactly does "created" mean in windows file system

I'm trying to determine if some material downloaded to a
computer was created and downloaded at the time it says
it was created in windows explorer.
 
Let us assume that the 'download' was 'created' by its author on the 1st
June. You have just located the download today (9th June) and decided to
download it to your pc. When you check the file properties the 'created'
date will be the date you downloaded it, i.e., 9th June rather than the date
the author created it. Does that help?
 
It depends on how it was downloaded. If it was outside of MS's computers then it is the date downloaded (as it's a new file in MS), else it is the date the file was first created wherever that was, if it's a move or it's the date of the copy if a copy.
