What drives the "Deliver new email to the following location" defa

When creating new profiles for users over-the-phone, I've seen this usually
default to the Exchange mailbox. Once in a while it defaults to Personal
Folders. Would be nice to predict which if this is driven by something
(e.g., whether the PC is connected to a domain?). Have been walking people
through creating profiles and just crossing my fingers most of the time -
what drives this setting / is there a way to predict which way a profile will
set up (other than checking after the fact).

I haven't tried it, but it could be that if they add the Exchange account
first, Outlook will assume you want to use that as the delivery location,
but if you add the POP account first, that will be the assumption.
 
What's curious is that it sometimes defaults to personal folders with an
Exchange account. Then it's either trying to work them through drag+drop
back into the server-side-folders or sending it to the Back Office team for a
restore . . .
