It means anything the author intended it to mean.
What *I* mean is that there are 2 types of meta tags: "http-equiv" and
"name". The "http-equiv" represents a standard HTTP header, while "name"
indicates a non-standard attribute which is not defined in any
specification. There are some well-known "name" meta tags, such as
"keywords" and "description," but even these are only conventionally-used.
So, you would have to ask the author what this one is supposed to mean, or
what purpose it serves.
