what does this mean?

LocalizedResourceName=@%SystemRoot%\system32\shell32.dll,-21787

this is a notepad message that appears on my desktop everytime I boot
 
It's a desktop.ini file, you can only see it if you have unchecked the box
for hiding protected operating system files. An annoying 'feature' indeed.
