What does this file do?

Can anyone tell me what the file winipcfge.exe does. I tried a google search
and it was unable to find any documents.

Probably because it's not a real Windows file. If you indeed spelled the
name right, you may want to update your antivirus software and run a full
system scan.

name right, you may want to update your antivirus software and run a full
system scan.

The spelling is correct. I had a feeling it was a bogus file when I tried to
run a virus check and was unable to and then tried to delete the file &
couldn't. Anyway I rebooted to safe mode and finally managed to delete the
file.
 
The 2nd sentence of the post is "I tried a google search and it was unable

Hi I came across this file today
the spelling is correct. winipcfge.exe not the windows util spelling.
it seemed to be connected with a svchost process that was chewing up
80% of cpu resources. I was able to rename it re-boot it, and the
system came back to normal. it was a friends machine so i haven't had
a chance to run a scan on it yet.
