What does the "add a new group" link in the navigation bar do?

What does the "add a new group" link in the navigation bar do? I tried to
create a group hoping it would give me another level in hierarchy but once it
was created I could do nothing with it. It would not open nor could I drag &
drop anything into it. Of course the help file isn't help.
