What does "Systems Exception:Access Violation" mean?

When I try to open a certain web page in frontpage I get an error message
that says "Systems Exception:Access Violation". What does that mean and how
do I get rid of it?
 
Where/how are you opening the file
- Access Violation is a permissions related error
