What does message "Properties for this information service must b.

When trying to import pst. contact file into Outlook. What does message
"Properties for this information service must be defined prior to use".
 
The possibilities are endless.
I would suggest you provide enough information to permit us to hazard a
guess, including:
1. Outlook version
2. How this PST file was created, copied, and transported
3. Why you would be importing a native Outlook file instead of simply
opening it
 
I am using Outlook 2003. My harddrive went bad and had to be replaced.
Before it was replaced, I selected my contacts file and used import/export
and saved it as a .pst file on a CD and it is labeled "contactsbackup.pst".
I had to reinstall Office Professional 2003 on the new hard drive and so I am
starting all over with Outlook and nothing is in it. When I try to import
"contactsbackup.pst", I get this message and it will not import it.

Exporting and importing are a good way to lose or corrupt data.
Did you close Outlook before you burned the file to a CD?
Did you move the file from the CD and remove its read only attribute?
Did you try just opening this file?

I didn't close Outlook before I burned the file to a CD using Drag and Drop.
Yes, I moved the file from the CD to my desktop and removed its read only
attribute.
I tried to open the file by clicking on it but it won't open. It has the
big E Internet Explorer symbol on it.

That's one of many reason you should never use Export.
Just copy your default Outlook data file.
The file is corrupt.
You can't open an Outlook file by clicking on it. You open it in Outlook
with the File > Open... command. If that doesn't work, you can try repairing
the file with the Inbox Repair Tool, but most such files created in this way
can't be repaired.
