What causes the 'tooltips' to frequently appear BEHIND the icons?

I've noticed that on both my XP (SP2) pc and my Media edition (2005) PC that
the 'tooltips' that appear when you hover the mouse by an icon in the
quicklaunch and system tray frequently appear BEHIND the taskbar itself, so
that they are unreadable..j

Anyone know why this happens? Or how to fix it so it doesn't happen?

Right now they're ok, but if I come back in a half hour or so they might be
behind, then a while after that they'll be in front and ok again.. It's very
annoying and perplexing!

It's a known issue without a permanent fix. The best explanation I've seen
yet is from David Candy:

"It's a bug in the Z Order. Tooltips are always there and are a On Top
window. A tooltip is shown or hidden. When the taskbar is on top and the
tooltip is on top sometimes it gets confused. The Show Desktop command is a
culprit as it mucks about with windows Z-Order if the window can't be
minimised (compare Winkey + M which minimises only and Winkey + D which
minimises all windows that can and mucks about with the Z order for programs
that can't be minimised)."

Thanks muchly! But is there any way of getting that explanation in PLAIN
ENGLISH?? Also, I wonder why Micro$$$$ can't fix this little problem?? Or is
it that such problems are not security related and the bulk of Micro$$$$
fixes anymore seem to be security related??

ENGLISH??

You have two windows - taskbar (it's a 3d window) and tooltips fighting for
the "on top" position. Taskbar wins.

If you use "show desktop" often, you are more likely to see the problem
than if you minimize the windows individually or use WindowsKey+M.
