What causes a linked file to be unavailable in PowerPoint 2007?

When updating links in PowerPoint, the message "the linked file was
unavailable and can't be updated" pops up. The files have been in the same
directory location and the file names have stayed the same. The linked files
are Excel spreadsheets and graphs, some in 97 and some in 2007 format.

Can you open the files with "unavailable" links in Excel 2007 manually?
