Does ntbackup still exist, as-is, and is it included with all versions
of Vista?

I wouldn't mind an update of the features as long as it can still do a
full backup that can be restored to bare iron.

No ntbackup does not exist in Vista. The backup program was reworked from
the ground up. One of the changes is that for certain versions it contains
Complete PC Backup which is a drive imaging.

Can Vista restore files backed up using Windows XP's backup program? In
particular if I use the XP backup program to backup My documents and
settings can those files be restored in Vista?

Not easily. Best to just drag and drop them on some media (best an external
drive) to save them and do the same to return to Vista. You can install the
ntbackup program in Vista to restore, buy why?

No. Use Windows Easy Transfer (WET) from Vista to transfer data and
settings.
