What ASCII chars are valid for what in XP?

î (alt-140) now changes or closes a window and â (alt-131) is invalid so
what's actually left? Can I download a valid ASCII char set for XP and
where?
 
my concern is with the Microsoft XP operating system
specifically! It will not let me type in some character's ASCII value to get
the symbol! Like î(140) & â(131)!
How do I make those on XP?

Start -> All Programs -> Accessories -> System Tools -> Character Map seems
to work for me. I just double-click the character I want in the font I
want, then click "Copy", go to the document and click "Paste".
