what are tide file

i am using winxp pro sp1,
and sometimes i got a 0KB file with the name "~"
just a tide, no extension name
and now this problem extend to my other folder, which is 173KB.

its not only happen in my computer, but other computer as well, i think this
is not a problem of software, here is a list of software installed :

NAV
VS .net
Visio
IIS 5.0
MSN messenger 6.2
windows crtiical update patches
