What are these files/

I have two files on my servers that the backup software skips on each
backup. Does anyone know what these files are and what applications put them
there? Also, are they safe to delete?

c:\documents and settings\all users\application
data\microsoft\network\downloader\qmgr0.dat

And

c:\documents and settings\all users\application
data\microsoft\network\downloader\qmgr1.dat

Thank you for the posting. As you indicated you have two files that the
backup software skips on each backup.

c:\documents and settings\all users\application
data\microsoft\network\downloader\qmgr0.dat
c:\documents and settings\all users\application
data\microsoft\network\downloader\qmgr1.dat

These are created when you enable automatic software updates.

qmgr is Queue Manager. It is related to "Automatic Update". Mostly,
these files are locked by the Background Intelligent Transfer Service
(BITS) service and cannot be copied by the programs, such as backup. It
seems that the backup program cannot copy the files, either. BITS is a
component of the Microsoft Software Update Services(MSUS).

Generally, we can just skip them when this issue occurs. If you cannot
backup files due to these two files, you may disable Automatic Update
service and Background Intelligent Transfer Service by running
services.msc and then re-enable the service after backing up files
