What are the rules on OEM?

I am in UK and have built my own machine.
I want to put Vista on it.
What are the rules for being able to use OEM?
Where can I buy it?
Do I have to buy some hardware with it?
What is the definitive Microsoft statement?

Premium version).
I did not have to buy hardware with it, if that is against the rules, I
don;t know but that is down to the store not enforcing them.
The rules are you can only install it on that machine. If you change
computers you cannot move the Vista to a new machine. It is a risk but a
cheaper risk.
 
Did you notice this in that licence?

4. SOFTWARE DISTRIBUTION.

assembled computer system” means a computer system consisting of at

which would seem to indicate that maybe places like Newegg are not
authorized to sell OEM on its own or with a gadget?
