i cant seem to turn on my welcome screen option for the
user account, it says that a recently installed program
prevents it
 
Hi Judith,

This may be due to a networking software (Cisco VPN client or other)
installed. It modifies the GinaDLL entry in registry and disables FUS and
Welcome Screen.

Use MVP Doug Knox's utility to fix the Welcome screen.

[Fix Logon/Restore Welcome Screen]. This should reset the default GINA in
registry.
