Welcome Pages Customization

I'd like to know if anybody knows how to customize your windows login screen,
or the page that appears as your computer is logging you in after you've
entered your password and said ok, i'd like to put a picture or text there,
jazz it up a bit, thanks for reading!
 
Do you know the page for XP users? the instructions on the link were for W$
95-98.. thanks
