Welcome Center!!!!

How do I disable the Welcome Center from popping up EVERYTIME? I have
un-checked the box for it to start-up, I have gone into RegEdit and found the
run process for it and then deleted the process and when I refreshed it MADE
ITSELF!!

I think you have a bad Vista installation. Please do a clean Vista
installation.
 
More likely he can disable an entry on the Startup Tab in the System
Configuration Utility (msconfig). It is likely and registry entry.
