Problems booting cold are generally related to either capacitor problems
or contacts, that is, the contact of a cold solder joint, poorly seated
cards/cables/plugs/etc.

You mention the FastTrack RAID, but do you have evidence that if it wasn't
using the RAID, it wouldn't reset? In other words, is the FastTrack RAID
even relevant?

After confirming that cards/cables/plugs/etc are well-seated, and possibly
loosening the case mounting bracket screws and slightly shifting the
cards, begin examining the capacitors for signs of failure... domed,
vented, cracked/buldged top or leaky, residue on top or bottom, or some
tin-foil looking material floating around which used to be a capacitor
(now exploded). A popcorn-like smell is also possible.

Power supply is another potential cultprit, also more likely the solder
joints or capacitors. If it's a no-name generic it might be best to just
replace it, though taking voltage readings and swapping in a different
power supply (borrowed) could also be helpful, some attempt to isolate the
problem before purchasing anything.
