Weird Folder in Windows on TOP of Regular Icons

I don't know which version of Windows (I think it's 2000) my Dad has on his
computer, but ALL of his icons have a folder on top of them (the real icon is
behind the folder) and the folder has a picture of a hammer and screwdriver
(it looks like) on it...tools.

Does anyone know what the heck that is? If you double click on an icon, it
still goes to the correction application, and when you go to properties, and
try to view or change the appearance of an icon, it show the correct icon,
not the goofy folder icon.

I don't live near him, he's 86 and I can't figure for the life of me what
that is.

Control Panel|Display|Appearance|Advanced and try changing the icon size by
one, apply changes, then go back in and change the size back. This should
cause the operating system to rebuild the shelliconcache file which may be
in a corrupted state.
