Weird Folder/Icon thing in Windows

I don't know which version of Windows (it's not XP) my Dad has on his
computer, but ALL of his icons have a folder on top of them (the real icon is
behind the folder) and the folder has a picture of a hammer and screwdriver
(it looks like) on it...tools.

Does anyone know what the heck that is? If you double click on an icon, it
still goes to the correction application, and when you go to properties, and
try to view or change the appearance of an icon, it show the correct icon,
not the goofy folder icon.

I don't live near him, he's 86 and I can't figure for the life of me what
that is.

Thanks. I will have to wait a few months to try this, as he's 250 miles away
from me and wouldn't have a clue how to look for add/remove programs
unfortunately.

Also, he only has dial-up and only checks his email...hardly ever browses
the internet, so I'm not sure how that could happen, but I guess it could.

To refresh the icons in the system change the size of icons in Start - Control Panel - Display - Appearance, click apply then change the size back.

You appear, from what you wrote, that you have the control panel folder icon as a shortcut overlay icon. If above doesn't help see
[HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\explorer\Shell Icons]
"Number from list below"="Path to icon, Icon index"

and see if there is a 29 =
