Weird DNS issue, please help

I was wondering if anyone can help me with strange DNS issues that
just cropped up. I support an office with the domain sozacpa.com.
Their ISP hosts their DNS and has been doing some wacky stuff recently
that's been taking the www site down. Currently, I nor no one I know
on the east coast can see www.sozacpa.com. The ISP is on the west
coast and they say they can see it fine from their network. They used
a different link to test it (also west coast) and it worked fine. My
hands are tied as they (the ISP) completely control the DNS and I
can't change anything. A DNSreport.com shows

[ERROR: The parent servers say that the domain sozacpa.com does not
exist.]

If I do the query straight from their name server, it gets resolved.
Anyone have any idea why the root servers can't see this domain for me
or any of my DNS test sites, but the ISP can see it fine?

Unless I did not spell it right, it looks like the GTLD servers don't even
know about that domain name as if it is not registered.
I would take steps to move the domain name to a good registrar like GoDaddy
or Register.com or other. IMO, an ISP is not a good place to host dns for
this reason and others. Even an ISP needs to use a registrar like one of
above, so they are just another middle man. Many of these also host webs,
so you can do both at same place. If this is a new domain name, they may
not have set it up yet or their domain name may have Expired. I would Trace
down the Registrar and ask them some questions.
