weird digsig/encryption issue in outlook

I installed a certificate in Outlook and set it to only sign (not encrypt) by
default in Trust Center --> Email Security. Now, new messages are signed AND
encrypted (evidence by blue lock in Sent Items). Replies are sometimes just
signed and sometimes both signed and encrypted. FYI, when I turn off both
signatures and encryption and receive a signed email, my reply gets signed.
Any suggestions?
 
To add a twist, my supposedly encrypted emails appear in a recipient's inbox
as if they are merely signed (yellow ribbon or whatever).

The fact that you have a certificate has no bearing on whether or not you can
send an encrypted message. Your recipient must have a certificate and must
have sent you the public key for that certificate. Your certificate allows
you to sign your messages and allows others to send you encrypted messages,
provided you shared your public key with them by first sending them a signed
message.

Outlook always defaults to replying with a signed message when you receive a
signed message. It defaults to sending an encrypted message when you reply to
an encrypted message.
