Weird annoying shortcut launching behavior!

PLEASE HELP!! I'm pulling my hair out trying to figure
this one out.

This is what I'm seeing:

1. Launch a few IE windows. Minimize them all.

2. Double-click an IE shortcut on the desktop to any
random URL.

3. The last recently used minimized IE is restored, and a
new window is created with the link I just clicked.

I have "Reuse Windows" disabled, I've run Adaware plus S&D
to eliminate any possibilities of Spyware..

I'm at my wit's end, please help!!!

Nobody knows how to stop IE from restoring minimized
windows when launching a new IE window???????

It depends on how you interpret his post. If he means it loads the new page
in one of the existing instances of IE, yes it has always done that, at
least as far as I can remember. If he means it brings up a minimized
instance AND opens a new window with the site, I've never heard of it doing
that.

I've had that happen where clicking a link opens a new window and causes a
minimized window to restore. It doesn't happen very often. Another
mystery...
