Webware Question

I just stumbled upon the ACF Webware page at
http://www.pricelesswarehome.org/acf/Webware.php

This lists items which are not downloadable programs but services available
online. These are usually not regarded as freeware in the group, but the
Feedback section at the foot of the page reads:

Program updates and/or broken links can be reported on the newsgroup

Would any such feedback be regarded as off-topic or not? There seems to be
to be something of an anomaly here.

FWIW my own view is that webware is "sort of freeware". Are there any
guidelines?

We've defined Webware as "online software".

Search ACF for discussions that occurred before the webware page was
created.

Check the Cumulative PL for Google, Altavista (On-Line) and other
webware that was selected in the early years. The group later decided
that webware should not be on the list (noted in this year's "PL
selection process".)

IOW - AFAIK the group consensus ATM is:

Webware may be Freeware or Registerware etc. etc.
Webware is not eligible for the PL
