is there a web-based IRC client software that'll let me connect to irc
servers (such as irc.openirc.net) in the normal way (like mIRC or
chatzilla does) ?

Not as far as I know. Most web-based clients are usually designed for a
specific use and usually are not feature-rich, so i doubt you'll find
one similar to a desktop client.
