Websites Unavaliable

I am a servicemember and I recently moved from Okinawa
Japan to Seoul Korea. In Okinawa I lived on base and
connected to my University's Distance Learning Website
through a dial-up onnection. Now I live off base and I
can't seem to connect to the Distance Learning Site at
all. I can connect to the main site, but not the DL site.
I have tried lowering my security settings, but it didn't
help. I can reach the site from work, but not from three
seperate computers at home. I keep getting the site
unavaliable message. Any ideas? I am running xp home
version.
