Dunno about selecting criteria but I'd certainly recommend having a look at Novatech.
tbh most of the ones I've seen where you pick and choose components leave a lot to be desired, many listing non-name products for power supplies, memory and optical drives.

I think it depends what your budget is. Have a look at Novatech as FBS advised but also have a look at Aria.co.uk as they also have some budget PC's and they are a reliable internet supplier. You can also contact them as you can with Novetech and they both would advise you what would be best for your budget and use.
Another Novatech vote here, they are particularly helpful, regardless of whether you visit the store, or choose to have an online chat with them, via their website.
I'd also give PC Specialist a thumbs-up (I purchased a computer from both companies four years ago... no complaints for either one. Our PCs have been running 24/7 for most of the time.)
