Website size in Full size browser window

I see alot of questions about the size problems of the browser window. MY problem is that the browser window size is fine, but for some reason, some websites are showing up 1/2 screen. MSN home is one of them, but when I go to MSN troubleshooting, the website size is perfectly fine.

They are hardcoded for a display 800 pixels wide. They will not expand into
a wider IE window. There is nothing you can do about it. Even if you press
F11 for a Full Screen display of IE they'll still only be the original
width.
