Website Retrictions

A friend of mine has asked me how do you restrict access to certain websites
on the internet. I'm assuming this is achieved by adding the website
addresses into the resticted sites arrear in IE.

I have tried this myself in a 'Limited' account but it doesn't seem to work.
Am I missing something? Can someone help?
