Website opens for 1/2 second then closes

I am trying to access an grant application website at a
local college. When I try to go to the page following the
link from the colleges website the page opens for a split
second and then closes. I have checked the setting under
Internet Explorer>Tools>Internet Options and the only
issue I can find is on the Programs tab under HTML editor
there is no entry. All other setting are identical to
another computer in my office.

I have removed and reinstalled Internet Explorer and I
still have the problem.
 
Are you using a PopUp stopper program? If so, check you PopUp stopper
program documentation to learn how to bypass the action.
 
No we do not use a PopUp stopper program
