Is there a way to set up a webserver on a w2k advanced
server box that is behind a dynamic ip with out having to
modify the web address every time the ip lease expires?

Well, the outside IP isn't necessary at all if you're running a local
server. You can use a server like dyndns ( www.dyndns.org ) to use a
dynamic IP (they have clients you can download to automatically update it
when it changes)

.
get a hardware firewall that supports dynamic dns and set
it up to forward all http traffic to your web server
