WebSend.exe and unsent messages

I normally don't have my computer connected to the
internet. I have a process called WebSend.exe that
routinely pops up and seizes contol of my processor for a
few seconds and then disappears without leaving any
indication of what it was trying to do. On the taskbar a
button comes up called "Unsent Messages". When I click
on it nothing happens. What is this and is there any way
to turn it off?

PS. Please respond quickly. I'm going back to Baghdad
soon and I don't have easy internet access there.
 
It appears that WebSend is a program that allows you to send email directly
from the webpage. If it's causing problems or you don't use it you should
be able to get rid of it. Look in Add/Remove Programs in Control Panel to
see if it's listed.
 
I don't have any sort of web page open when the unsent
mes systemsages thing occurs. There isn't anything in
Add/Remove Programs for this thing either. I think my
computer is trying to send information back about errors
that have occured but is getting nowhere because I'm not
connected. It just did it while I was connected and it
took a long time but when I tried to click on the program
in the task bar nothing happened. I could see that it
was sending quita a bit of information somewhere by
checking the activity in Network Connections. Still
don't know what this program does but I'm thinking it's
sending info back about my system and errors that have
been logged. Even after it does seem to successfully
connect and send it comes up again later to send more
info. I want to kill this program. It is very
disruptive but no one seems to know what it is.
