At least half the webpages i try to view don't load all the way. The green
progression bar gets half or 3/4 way and hangs up. Sometimes hitting he
refresh button helps but the majority of the time it doesn't. Even accessing
the MS Support page was an adventure. Then some pages load without a hitch.
I also get HTTP 403 errors and on some pages that do load there are sections
of the page that you can tell didn't load and have a " page can't be viewed"
message. Thanks for any suggestions.

Hi,
First, clear the IE cache. IE> Tools> Internet Options> General> Delete
files (and delete offline content when that dialog pops up) It's often
recommended that the TIF folder be kept at about 50 MB (Settings.)

If you have a slow connection, this article may help:
221134 - Some Images, Contents, or Controls May Not Be Displayed When
Viewing a Web Page: http://support.microsoft.com/?kbid=221134

Disable (for diagnostic purposes) programs such as pop-up blockers,
security, toolbars and other add-ons for IE, anti-virus, etc. Take a look at
any program that might be interfering with IE. You may have to reconfigure,
reinstall, or not reinstall, a program. Turn on the Windows Firewall (from
Control Panel or Security Center) before disabling a third-party firewall.

If not caused by a legitimate program, you should download, update and run
Ad-aware, Spybot and (if running WinXP) MS Anti-Spyware (Beta.)

The latest update for Sun Java (JRE V.5.0 Update 6) is causing IE to become
very slow on some systems. If you also have an older version in Add/remove
programs, you could uninstall 5.0 V.6.

Hope this helps,
Don
