webpage fill in form more persons have to fill

i would like to make a webpage with a form and that a person have filled in
that the form goes to another please and that a another person can fill the
form with more details.

Can someone help me with this problem

This would be much easily accomplished with a server side language like .NET,
ASP, or PHP. This way you can write to a database or session and read from
that.

Consider hiring a web developer to complete this form for you. You should
be able to get it done for less than $500 if it is fairly simple
