Webpage as backround

Where in AD under group policy can i set a webpage as the
backround so all my users who have the group policy
associted with them get that as the backround???
 
\GPO\ User Config\ Admin Templates\ Desktop\ Active Desktop\
-- Enable Active Desktop; and
-- Active Desktop Wallpaper
