Web tab under Display Properties

I do not see 'Web' tab (only 'General' tab is displayed) after selecting
'Customize Desktop' under 'Desktop' under 'Display Properties'.

I have XP with SP-2.
 
Tried that and Performance options under System properties. Still can not see
'web' tab.
 
What does Performance Options have to do with it?

HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\
Policies\ActiveDesktop
and/or
HKEY_LOCAL_MACHINE\Software\Microsoft\Windows\CurrentVersion\
Policies\ActiveDesktop
Value Name: NoComponents
Data Type: REG_DWORD
Value Data: 0 or 1

Make sure that the Value Data is 0. 1 means no Web tab. Not in the
registry at all is the same as 0.

Use Group Policy.
User Configuration\Administrative Templates\Desktop\Active Desktop\
Disable all items
