You can't, unless the content in each page is extremely small.
"all screans around the internet" will involve screens on PDAs and
mobile phones, as well as wide screen monitors - that is widths between
200px and 2000px or more, heights between 200 and 2000px.
You can place all content in the page so that it will expand or contract
to the width of the screen - use a 100% width table to hold the content,
but the height will vary according to the amount of content and the way
changing the width rearranges it. Vertical scrollbars are inevitable -
but people generally do not object to vertical scrollbars.
