web site imbedded application..can't delete...can't system restore..HELP

A simple online search for a bathing suit has resulted in some very nasty
website and startup applications. I have tried deleting the
applications..on restart they reappear. I have tried system restore and the
system will not restore. The website has installed software and search bars
into Windows and Explorer. What can I do to get rid of this mess.
