Web Part properties is not available when using frontpage 2003 as editor

Hi all experts

Everytime i use the front page 2003 to edit the web part, to show the
properties, it display "Error: The InitializeString method returned an
incorrect number of strings. Note that these strings must not be null.
Troubleshoot issues with Windows SharePoint Services."

How to solve it?
Please advice.

I think that was fixed in a office service pack. try office update.
