Web pages in Outlook - not attachments

I want to send an html page in outlook as an e-mail message body and not as
an attachment which seems to be the default and caused, possibly by the
security settings in Outlook.

The item in question is a survey form I created as an HTML form. I open my
browser (IE6). Navigate to the page on my hard drive. Select File|Send|Page
by email. It opens Outlook (2002) and makes an attachment of it. Not as an
email message.

I'm using Windows XP Pro SP2

How can I reverse this security default, please?

Hi Rory,
do you use Word as email editor?
Have you checked if you have HTML as Email Format?

This has now been fixed. How? Well, a colleague of mine rightly guessed that
it might be that Service Packs were not updated. I installed Office SP3 and
it now works OK.

So the answer is...ensure your SPs are up to date!
