Web pages displayed incorrectly.

Im not sure what has been done to the system, supposedly nothing, but you
know how that goes. It is an XP box, and I've recently put SP2 and other
updates on it to no effect. When certain web pages are opened, carrats ( > )
show up next to where the links are, the color scheme on the pages is off,
the links are white and cant be seen until the mouse hovers over them, and
the page does not expand when you resize the window, it stays in the upper
left corner the same size. Specifically the site that the user needs is
http://nitaac.nih.gov . This is a profile issue, since I can log on as
another user on the machine and have no problems, but I don't want to
completely wipe the profile if I can help it.

ANy suggestions?
 
Note, I actually looked at the damn site. The problem seems to be position,
size, and background. The links are supposed to be white, and the Carrats
are supposed to be there. Its just when the back ground doesn't display
correctly it is white also, and still the page will not reposition or resize.
Please help.
