I am trying to see pictures that have been posted on a
message board of a web site and my computer just keeps
saying that it is downloading "x" number of items, but it
never completes. What is wrong?

Depending upon the size and number of pictures and other items included on
the web page, it may take some time for the webpage to load fully.

It also depends on the speed of your network connection. So if you have a
slow dialup connection to the Internet and are trying to load webpages with
lots of large graphics/pictures, it may take some time to load the webpage
completely. However, if you wait long enough and the webpage doesn't load,
then the problem may be with the webpage especially if you can load other
websites fine.

If you do want to increase the time that IE waits for the web server to
send all data, you can increase the timeout settings as defined in this KB
