I was wondering why on some web sites I have to maximize
to see a full screen. This doesn't happen every time.
Is there a setting to chnage?

You're going to need to give us a better description of the issue because as
you've described it the answer is, if a window is not maximized, it usually
won't display the entire page because the page was designed to be displayed
in a full Window. I assume, in the un-maximized window, you can scroll to
see the rest of the page. If yes, this is controlled entirely by the design
of the page.
