I do not have Front Page on my Windows Home Edition XP but I need to make a
web page. Is there a way to get around this?

Yes, you have to purchase FrontPage or some other HTML web editor application or you will need to
really learn HTML, then you can use Notepad.

You can learn HTML, CSS, etc., and use Notepad or purchase a web authoring
program, such as FP, or Expression Web (the replacement for FP) or some
other.

A text only page.
Open Outlook Express.
Start a new email.
Click Format and select Rich text.

Click View > Source Edit, and the HTML toolbar will appear along with Edit, Source and Preview
in the status bar.

Create the page you want and preview it.
If you like it, click the source button.
Click once in the source with your mouse and then click Ctrl+A and then Ctrl+C

Open Notepad and click in the empty file and click Ctrl+V.
In Notepad click File > Save As, and save it as index.html

I also saw a tweak on the internet the other day, to turn on Edit mode in Internet Explorer,
but I can't remember where.
