Hey Carole,
It COULD well be an on-site program error. The more common website apps
(CGI/Perl, Java, php...) have built in error messages and are the
fault/problem of improperly set permissions (similar to the attributes of
your computer files (Read-Only, Hidden, Archive) which determine who and how
much control everyone has on each file which makes up the functions
available within that application.
If this problem continues contact the site's Webmaster (E-Mail links
usually found at the bottom of the HomePage) with the error message.
